i dont know but ive seen that they can spawn in those highways where theres lots of crashed of cars

download the abandoned military hospital. i have found humvee and five tons both there

It spawns in military bases and some military areas, any military base mod should help

If you use the Tread's Military Vehicle Zone Defs mod it will almost 100% spawn in most military bases especialy in the one near louisville
