Cuban Questlines
So i did mostly everything but never them no matter how i go about things they never trigger which is really weird since if you noclip and go up to see the rooms of each bulidings the cartel missions are there and even fully playable so what gives?

They're 3 gangs in downtown. one is the cartel, my question was how do i do the cartel missions seeing that if you noclip and go up in the skybox you'll see their buildings and missions which are even fully playable.

Press F to pay respects 10 May, 2020 @ 3:58am 
You have to complete the triad questline first. Once you complete it and go back to your apartment, the phone will be ringing and you can access the cartel questline

No thats to kill some important guy cause even after doing that you can still go to the cuban cafe.

@KOI BOY Nope, the "important guy" quest is unlocked after the Ligotti questline. Cartel questline is unlocked after you complete the Triad/Ying vedetta whatnot and put a bullet between Wu Hong's eyes.

Ahhh maybe that’s it ok man that makes sense seeing as you didn’t kill the cartel leader yet in the storming the hotel mission
