如何window server 2019系统作为服务器主机

当我用window server 2019作为服务器时，运行了ServerConsole.exe，用自己的电脑联机注册时，提示“由于连接方在一段时间后没有正确答复或链接的主机没有反应，连接尝试失败”，我的服务器主机有公网ip，远程桌面也能连接，但是连接不上，请问如何解决？
还有当我用自己的window 系统作为服务器时则是提示“由于目标计算机积极拒绝，无法连接”，如何解决？
这两种方式，无论哪种方式能够给予解答的话，我都能和好朋友一起快乐的联机，由于我是中国用户，使用测试服务器延迟比较高，所以请求作者为我排忧解难，谢谢！
