As a basic setup your ship should move fine on PAM alone, without any PAM-ELA. From your description it seems not to do so. Please check the PAM guide for any help about that.
Once this is done, PAM-ELA just helps when you have multiple ships that have their paths crossing.
That "Drones' broadcast-name must equal the grid-name." is essential. Please check the PB with the PAM script on your Drone, in Custom Data it should have "Ship_Name=...", there where you also must have enabled to communicate with your PAM-Controller. That name must match your ships usual name from info tab.
