Please can you confirm the exact scenario this occurred, class and weapon?
This is not a Templar ability, it is a melee ability designed for the sword, not shard gauntlets.
(I'm counting this as a bug because you can sort through the hit/crit/graze chances of each possible target despite the actual target being random, so it should be possible to also preview the damage to each possible target).
Also add one to the reports of Hauil of Bullets consuming no ammo (and being usable with an empty magazine).
EDIT: It seems that (using Chimera Classes), ALL smoke grenades used by any class give a -24 to-be-hit penalty to flanked units called "Fog Wall", which I'm not sure if it's from MZFogWall (which it shouldn't because they don't have that ability and because description says it should only apply to allies) or from another mod of mine (not using any other to-hit-formula or smoke mods for this test after an ini purge).
I can confirm that at least Swirling Fog doesn't work on enemies that are in XCOM's smoke.
EDIT: I can confirm that it is the presence of Chimera Perk Pack that gives all (xcom-smoke-grenade-caused) smoke the -24 to-be-hit "Fog Wall" thing. Even starting a skirmish mission without CPP, saving, quitting the game, activating CCP and launching the game, and loading the tactical save, will make smoke grenades give the "Fog Wall" thing in their smoke.
Sorry to bring bug report, but well, here ya go:
1. I am not sure if this is a bug, or I am just confused. The Darklance (implicitly) gives you the Snap Shot ability. However, the GTS perk gives the Marksman class the Shadow Fire ability, which requires 2 actions and ends the turn. This appears to completely disable the Rushed Shot ability when the Darklance is Equipped. With the Darklance equipped, using Rushed Shot will not fire the weapon, and will simply end the soldier's turn.
2. My Psionic girl was in cover and not flanked, and she killed an Cryo Priest using Vampiric Shot. She had the Thirsting Shadows ability. The bug is, she did not gain concealment. However, she was at max health, and therefore did not gain any health from Vampiric Shot. Do you have to actually gain life to get the concealment? If not, then this looks like a bug.
Thirsting Shadows not granting concealment at max health is a new one. I will check it out.
I am not sure though if this is directly "your" bug. I am using a few weapon mods (one gives all the weapons from COD Black Ops 3, another gives all the weapons from the Titanfall game, and a few others too).
Perhaps the bug comes from not killing an enemy with one of the "base game weapons" e.g. plasma rifle, magnetic bullpup, etc. Just something to possibly help narrow the search.
Vampiric Shot + Thirsting Shadows does not appear to work at all regarding concealment. She killed a Gatekeeper while in cover and not flanked, gain +2 HP from the shot, but still did not gain concealment. Again though, she used a Titanfall weapon. I will try to experiment again and see if using the base game weapons cures the problem.
Another issue, that appears to be a small bug. Hitting the "Hair Trigger" when firing a Rushed Shot does not refund the action, and ends the soldier's turn.
