A list of possible additions, In no particular order

Hispania: Iberia Region.
Francia: French or German culture owning all Historic Francian Territory.
Priteni: A celtic culture United Kingdom.
Belgian States: Requires Owning the Belgian States areas?
Canaan: Phoenecian Culture Levant Nation
Gallia: Celtic Culture Owning France.
Qipchaq/Kipchak: Great Steppe Nation
Tatar: Own all tatar province.

Ayyubids: Owning basically what the mamluks have + banu sulaym + abu hameb and heskif provinces directly + medina via vassal maybe, needs ayyubid dynasty, dynasty needs to be fixed somehow when forming ayyubids

I feel like lusitania should require a celtic culture as primary. celtic could also form Galatia (anatolia), Noria (Styria and east march of austria), Gallia (france), Cebenna (languedoc), Helvetia (switzerland), Insubria (piemont to milano thereabouts), Dardania (illyria), Scordiscia (pannonian)

Arabic in France, just like arabic in iberia can form Al-Andalus, could form Al-Faranja.
Austria-Hungary could be a thing.

Celtic culture isn't big enough to really warrant much more than its few home regions.
Gallia would be sick though.

I mean, the smaller the starting pool the bigger the challenge lol. imagine starting in wales and going all the way to anatolia somehow.

Yeah but I wouldn't know what to change it into otherwise, frankly. Tricolors didn't catch on until the revolution IIRC. I guess you can see it as starting the trend early!

Randomly had an idea: Irl there were multiple Qart-Hadasht's. At least one of them on iberia iirc that used to be intended as a headquarters for iberia, just overall, to which carthage could have fled if they had lost the tunisian holdings before losing iberia. If you feel up to it and want some flavour decisions there could be one for Carthage to move the capital to the corresponding province on iberia if the capital in tunis is occupied or lost. There could even be a different decision to move the capital to the levant, to Beirut - which could theoretically also be tied to forming a different formable if a majority of development is in asia (and the player nation is phoenician cultured): Kena'an (phoenician) or Canaan.

Flavor would be great but I don't know how well I can create dynamic decisions like that. Perhaps the other nations like Canaan would be good though!

If you still want to try decisions a different one could be a simple "Tyrian Purple" titled decision to change the tradegood of Beirut, or Beirut and one or two other provinces, to dyes. Maybe "Royal Blue" switching tradegoods on Mogador and the canaries to dyes. - all when playing a phoenician country.

If you want more formables maybe a tatar country holding all tatar areas could form the Qipchaq Horde /Qipchaqs.

I used to play Empire: Total War and I think that game even called it that.

Btw in the list there‘s qipchaq and tatars now. I think they‘re mostly overlapping with qipchaq being the thing i‘d keep on the list.
