Hi, I don't have any shopkeepers in the whole city. The buildings are empty... only about 20 mods in my set up. Maybe I installed it wrong... but do you have any ideas? Thanks.

you need to do a change log on the NPC that runs the prison/jail system.

there is a feed back loop when this city is attacked hard to explain look at the xtml files
