Some NPC's look naked. of the imperial squads (that should have the sand stormtrooper armor) look naked (Except for the sand backpack, helmet and belt)

Why cant I see the hi res armor under imperial?

I have a problem, I cant find the hi res model under anything in smithing. All I see are the low res storm trooper, which in game is called storm trooper... Please help me
