Clients in the same location are seeing different weather at the same time

When two players are int he same location, one is seeing for example clear skies while another is seeing rain.

Settings have not been changed from default.

One thing to test:
1. Both players go into settings (so both will need admin) and set the SAME season then FREEZE seasons
2. In the admin panel, set a new weather severity for the server
3. Wait a few moments for it to change. Do both players see the same weather now?
4. Repeat a few times.

If with the same season selected and locked, both players consistently see the same weather, then most likely the bug here is that the RW2 state is not being synced properly.

There are I think three things I need to look into figuring out:
1. When an admin changes the RW2 settings, those settings need to be saved on the server, and synced to all clients
2. When a client connects to a server running RW2, the current settings need to be synced to the client.
3. The RW2 Mod Controller's State needs to be handled on the server and synced to all clients

Settings reset every time there is a server restart. Think its a compatibility issue with modcontrolpanel.

So the settings remain correct while the server is running, but when it is restarted then they get reset to defaults?

Yes. And the season change cycle goes to 0.0.

Easiest way to check if its an issue with MCP would be to open the RW2 settings panel directly from the console, rather than using MCP and see if it saves properly there. That is also how I did all my testing in the DevKit (since I know of no way to have multiple mods available at once in the DevKit).

It would be great if you could try than and see if it saves when accessing the settings panel directly. Like I said in the comments, unfortunately I don't really know of a good way to test this myself as I don't have a server of my own. It does work properly when setup as a dedicated server in the DevKit.

Its easy enough to make your own server to run, there is a quick software for it now. literally takes 5mins to make one. I'll try the command way and get back to you. Cheers.

Just to confirm, using ke * RWConfig command doesn't change anything. Mod goes back to default settings after each reset.

About the Settings don't save for some between reboots. Try making your custom settings then checking "Freeze season" before hitting save.
Reboot check the custom season settings should still be there as you left them (they are for me)
If you un-check the freeze seasons now and reboot server again the Settings for me remain as I tweaked them.

That workaround does not work on my server. The only way the settings save is if, after saving, it begins to rain. If it doesn't rain, the settings don't save. However, the moment I log off, the settings reset back to defaults. Players have told me that it was raining, and as soon as I logged off, it stopped. When I log back in to check, all settings are reset except the extreme temperature effects and length of seasons settings. Those and the freeze option are the only settings that save correctly.
