Localised naming

Minor bug on Iberian names

Lines for provinces 4614 and 2877 have malformed strings (one lacks a ", the other a #) which causes all lines after those to be ignored.

Also, using the iberian file causes all portuguese names to be ignored, since it uses first the cultural union names, only then the other ones.
