Im going to buy the admin tier for it on paypal. im assuming since its asking for 58.50 on patreon i would pay the same amount?

Yes it is possible to buy a tier by Paypal, by paying the same amount of the price listed on patreon.

also for some reason i dont have admin in the oasis servers only in lobbys i do

It might be because the server you are in is not up to date yet, they need to restart to have the updated version.
Also note that the with current pavlov version you can't play custom zombies maps offline.
