How about this, then?

i: Secondary fire will throw a right-handed punch (no difference from left-handed punch).

When weapon is active:

+: 30% decrease in push force taken from damage and airblasts.
+: Never take fall damage.
-: Deals 15% less damage.

Since, you know, an anchor...? I dunno, have at it.

On hit: enemy is marked for death
+10% ammo for every weapon on hit
20% faster firing speed

- Wearer takes mini-crits while active
-3 health every second while active

Description: Now, we fight like menn.

+10% firing speed
-10% damage taken from explosives/bullets/fire/all damage.
-20% movement speed when active
Marked for death whenever wet, jarated or mad milked.
Set bonus: Leave a calling card on your victim.
Desc: "Anchors away!"

~Dealing Damage gives rage.
+Rage can be used at any time so long as there is rage within the bar.
+10 Percent more damage.
+Rage increases movement speed for the duration of the rage.

-10 percent slower swing speed.
-Rage has a five second cooldown after use it won't be spammed.
~Gives off a rattling chain noise.
