Is there different-race compatibility?
For example, can these things be installed on different races from other mods, like Oni or Ratkins?

HAR handles most of that if those races compatibility, as long as their race def has Import Human Recipe set to true, and their unique body def uses the same common body part defs.

Very unique ones such as the Alpini, for example, their "arms" def is listed something different and thus needs a compatibility patch, or a universal catch all patching method that I have provided for the Crystalloid Rewrite mod.

For the Oni and Ratkins, they are fully compatible with any prosthesis/bionic mods without patch required. (I'm one of the authors of the Oni of the Rim mod and test a lot on them with this mod too)

Several of the race mods I am currently using don't show the recipes to install EPOE parts (Thrumbonian race, Kijin 2.0 Race, Arachne Race, Kurin HAR), even though they all have <humanRecipeImport>true</humanRecipeImport> set in their general race defs.

It does show for Orassans and Ratkin per default. Rabbie and Moyo can see the EPOE recipes after using the RBSE patch.

The race mods are at the bottom of my load order, HAR comes before EPOE.
Any idea what went wrong or what I could do so that they show up for all of them?
