You can always check the integrity of the game files in Steam. Maybe that helps
as you can see in this picture (https://ibb.co/gybCNNd) the horse carts don't have the mentioning of all goods. Only new one is appliances.
But there are the new industries, so the game seems to see the new cargos, just the vehicles not.
The most right buttton at the center only opens the terraforming menu.
Do you have the mod uploaded somewhere other than Steam workshop? I've tried newmods.net, but the filesize is severaltime smaller than what I download from steam.

I hope a re-install of the mod will fix the problems.
I just wanted to give a follow up. After I bought TF2 again on Steam (GOG before) your mod works just fine. Thank you for all your help and for your great mod. It adds the sort of complexity, TF2 misses. I hope you can implement all your Ideas for this mod.
