I suggest a small footprint with narrow oneway roads to enter and exit.
I did not manage to do it with a single building: not an industrial plant, nor a town building. Then I created road cargo station modules, where I made one module building for the shipping services, and another for the delivery services. Module buildings can be placed on cargo station as platforms do.
Unfortunately, even with 2 separate buildings on one cargo station, only one rule is active. A cargo station works as a unit, no matter how many modules one places on it. So that tentative failed also. All comes down to my lack of skills with the programming language and the knowledge how to do things with scripting in TpF2.
So, for the moment I do not have a working post office.... I'm sorry.
