the stone are missing
For example, "Regular Revival+ Stone" ends up requiring Hide, and nothing else.
(Also, thank you for this mod and this config setup - It turns out I absolutely hate making kibble.)
craft overrides go in the Game.ini file

Also, when trying to stone a Giga. The Revivinator gun refused to apply it, even though I had both types of Extraordinary's in inventory (admin added since bench wasn't). I had to manually drop it into the Giga's inventory and hit E to apply it. Don't know why the gun didn't recognize the stones in my inventory.
wow never noticed this post from last year. hopefully you realized at some point you could more quickly get help through the linked discord.
in case anyone else is reading- this was likely because they were using the primitive revival station which does not have the top two stones- by design. its intended for earlier game so it only handles up to superior. it also cannot revive dinos of the upper two stones either.
unsure why the giga could not be targeted by the gun. shoot center of mass.
see the links i put a couple comments back on how to use craft overrides and the game.ini
the fact that you are seeing multiple game.ini sounds like you don't know what file to edit...
