There’s still a “can climb” boolean check that the mod respects. It’s what prevents you from rock climbing or grappling some surfaces not meant to be grappled onto.

On that structure, that “can climb” is probably set to false.

I can make an ini to ignore that. It could cause other shenanigans though. Like being able to grapple to abnormal things like bushes, leaves, loot bags, etc.
