(+) Crits on debuffed targets.
(+) Reduces cooldowns by 20% on hit
(-) Removes debuffs on hitting an enemy.
(-) 20% damage reduction.

Most of the Sniper's melee weapon are defensive, I figured I'd add an offensive one for a change. It would go well with Jarate, splash and hit them multiple times and then repeat on another enemy.
