Combining shuffle + no shuffle wands only ever gives me shufflers

I could just be getting ridiculous RNG, i've gotten much worse before, but every time i can think of where i've combined a shuffler and a non shuffler, it comes out a shuffler, no matter how many times i combine the result with another non shuffler. Is there something i'm missing or is this aspect of the mod just bugged?
