Whiskey mana charge speed discrepancy in code/description

In the description of the effects of using whiskey on a wand, it says it increases the mana charge speed a little. But in the actual code, it looks like you're *subtracting* 20-40 from the charge rate. Weather this is a typo in the description, or a bug in the code, idk.

Since I tried to prevent it going below 10, I guess my intention was to decrease it, so the description was wrong. I'm gonna fix that real quick.
