The other bonuses to the candle seem to work properly... at least the "Train rush" one, wasn't able to complete the other ones.
Edit: By "completing the candle" meaning the initial "Beat a level with the acceleration badge", while meaning the "Beat 3 different levels" by the counter. May be linked to the time pieces already being collected.
Edit 2: Beating "Toilet of doom" or "The birdhouse" added to the counter properly. There doesn't really seem to be a pattern as to what does and what doesn't add to it.
The "Collect 1 TP" is required to start progressing the 3 TP objective, additionally custom death wishes will not proc the collect 3 TP, all time pieces when collected are saved and therefore cannot complete similar levels again, this is done to avoid cheesing and this is similarly can be found with Zero Jump deathwish in the game files.
Previously, it was collect 5 TP, and doing main and bonus objectives will add to the counter, but this was removed in 2.0 because it removes the ability to try levels to a point you can just play "welcome to mafia town" only, its probably a personal opinion but I believe this allowed players to try a variety of normal levels and even modded levels.
I've tried multiple solutions and honestly this is probably almost impossible due how the cats were coded, when you get your hat back the inventory of the player gets reset, result in a lot of code spaghetti being refreshed including the badges despite still being active passively.
