Janitor Key (Spoilers)

Found a janitor key in the Harbor, but it does not appear to do or unlock anything. It cant open the safes in the coalition boat, so whats the use of it?

I'm really sure that key is used on the flooded Ship

it works, but only the treasure form, the lockers needs another thing to open it, so there's kind of 4 objects to interact them, the keycard, the pirate treasure, the military treasure and the military lockers
