What does theses 2 buttons do

I don't know what does theses 2 buttons do. Its Local install and Local uninstall and i don't know what they do. Is it safe or not, that's the question. I WANT TO KNOW PLEASE!

Those buttons run the script locally on your client instead of sending the script to the server. This is useful for testing client-side things like HUD modifications for instance.
