As I had mentioned in a previous comment, I'm still having issues getting my politician jobs. I was able to unlock the parliament, though, through technology. Additionally, I'm having a new problem when I start the game with the rational-legal authority civic. The civic simply doesnt appear once I get in-game and it says I need to reform my government in order to get it.

It seems very odd that it should happen. Are you using any other mods? Could be a problem with 2 different mods overriding the same files in the base game.

In C:\Users\[USER]\Documents\Paradox Interactive\Stellaris\logs
there is a file called error.log
if you copy paste the content to something like pastebin.com and then link to the pastebin it might tell us the problem
But yeah if you user other mods it might be incompatibities?.
What "core" files does this mod overwrite?

I found this mod to be incompatible with DistrictOverhaul 2, probably due to one of the events.
