Resource Pulling and Transferring not working?

So, I can transfer stuff like cloth hats to my inventory but resources aren't working, I'm using HG stack mod

it says transferred 0 when I try to pull resources* I also have the ini setting "ItemStackSizeMultiplier=100" for items the stack mod doesnt cover

Load order? Stack mods should be at the top. pickup and replace structures after fixing the order

the hg stack mod is above ss, though it is at 13th I have stuff like ark additions and krakens better dinos at top
