They have multiple people playing together in the same tribe and when they use the pull mechanic they are pulling from each others storages. What I made a passing reference to, and you later got into more detail on, would not help this scenario. What you have suggested would completely lock off that inventory/storage for ALL of the players in the tribe.
The OP is seeking a way to preferentially pull from each of "their" personal storages rather than others nearby in the same tribe.
Unfortunately the pull mechanic doesn't respect ownership or preferencing beyond tribe. Any structure/dino inventory in the tribe is fair game to pull from within range.
The OP could consider allied tribes instead... But then that would impact things like AOE healing and buffs when doing shared boss runs.
An alternative to the pull mechanic is to use the transfer tool. Which allows you to specify inventory/structure/dino names in the source field. Not nearly as convenient as a single button press like the pull mechanic though.
