Updated Trader Config, types.xml, & Vehicles Parts (05/20/2020)

(In the types.xml everything is set at 0 for nominal and min so nothing spawns. However the lifetime for the vehicle parts are 10800 and the lifetime for the vehicles themselves are 3888000.)
