consistent faction relations deteriorating with rim war

so im playing on a save and i have 3 settlements, for some reason my relations is going down massively after one failure but when we have a successful defence it only goes up by a incredibly small margin? how am i meant to keep up with this when i put down a new settlement and it is immediately raided by a nearby faction?
