The only reason to form Yugo would be to switch to Western unit tech and for that extra coal province, but that will happen in around 1715. which makes them useless because most people stop playing around 1700, and by that point 1 coal won't do much. You are in the middle of the most powerful trade nodes in the world.
My suggestions are:
-Make it so that when you finish the "Unite Serbia and Croatia" mission, you either get +2 max accepted cultures or Unite the cultures into one to represent the Unification. Yes, you "integrate" the cultures when you become an empire, but then what is the point of suffering for 20 years? -1 national Unrest is not worth 20 years of rebellions or -33 Diplomacy or +25% Autonomy.
-When you finish "Conquer Slovenia" it should give you a 10% moral buff permanently for essentially Uniting the whole of Yugoslavia, which means that you beat some of the strongest nations in the region.
-Instead of needing just a Furnace for "Coal mining" give it a second option where you require 20 or 30 dev and you get a province modifier on Hun called "Prospecting for Coal" which gets removed when the province has a manufactury and has 100% enlightenment, which will replace the Wool with Coal and the Manufatury with a Furnace.
-Give "Westernize" a second option where you need to have an 80% spy network size on Austria or Venice (If Neither exists then The strongest Western power) and be ahead in Military technology as well as needing to have won 1 war against Austria, Venice and the Ottomans.
I am not the best at giving advice for country balance. I gave some suggestions which made sense to me, but Yugoslavia is hard to play, and my main issue is that it doesn't reward you for beating some VERY strong nations at the start, and any good buffs are WAY too late into the game. You can finish everything in the mission tree by 1600, except "Coal Mining" and "Westernize" which you then have to wait for 100 years to complete since the rest of the missions are finished.
I hope this makes sense. Love tho mod tho
