Shiny Level Min/Max Levels Not Working.

We just added this mod into our private server and are having a few issues. When I set the Max Spawn Level for Shiny Dino's in the ini, the dino's that spawn are ignoring the Cap and are spawning in with default Shiny Dino levels.
