Currently, if i start up a new game as a relatively normal non-ghestalt empire, i have many, many options when it comes to providing aminities on my planets. Holo-Theaters, Leisure districts on habitats, clerks, etc... It does not matter what origin i start with (any with an actual planet, void dweller, ring world) i have no issue keeping up with the aminities requirements of my pops.
Ghestalt empires are a different issue.
The way to generate aminities with a ghestalt empire is maintenance drone jobs, which you mostly get from the ghestalt's respective housing districts now that maintenance depots are no longer a thing. With District overhaul this still holds true for machine empire's nexus segments on ring worlds, however, hive segments do not generate maintenance drone jobs.
This cripples any ring world origin start with a hive mind and leaves you with very, very bad options for aminities on ringworlds. The only real way to generate aminities is to fill your building slots with hive warrens, but even this has a hard cap on how many buildings you can have per ringworld segment and you can have MANY more job segments and jobs left unused becouse you simply cant put any more pops on a ringworld before aminities become a major issue.
I do not know if there are options later down the line that unlock as you play but starting with the ring world origin as a hive mind with District Overhaul is almost unplayable. You would be better off abandoning your pops to nearby worlds and using it for energy credit generation seeing as hive districts on planets still give you maintenance drone jobs. However, it would simply be less of a headache to not start with the ring world to begin with if you did this.
Also,I suggest making a decision called "Rules of Safe Operation",changing cheap-mines into normal mining districts but improving a little upkeep for miners(or reducing mineral output).Because I hate to disable any district from spawning(to make game more real),but planets with both cheap-mines and rare resources really make me in self-conflict.And I suggest Egalitarian states/societies will definitely use this decision on some of the planets with cheap-mines they colonized,especially the ones with Shared Burden civic will use this decision without considering the direct benefits or the reserve of resources(if it will require something more than influence to you).
Also, is the dev still active?
