Issue with Muslim Stronghold Modifier

This modifier makes it impossible to convert Christian provinces as Granada/Andalusia when conquering the Azores, Gran Canaria, and Maderia.

The modifier is also active in provinces held by the North African nations which seems counter-intuitive. Is the modifier supposed to be permanently active?
