There are two other issues I want to address. The first one is that I don't think it's any 'easier' for AI to ascend. The requirements are the same as the player's. The only difference is that 99% of AI will consume all their 8 AP slots before meeting the requirements to ascend, which means that should taking the perk be the only option, they are very likely never to ascend. While some people do like the fact that no AI can ascend, it is not the design decision here. This event helps to alleviate cases where they consumed all ascension perk slots, but meet all requirements to ascend otherwise.
The other about AI being domineering/arrogant snobs is actually because they use awakened fallen empire AI, and their attitudes are rather limited. I suppose one can sort of argue whether it is a good thing for AI ascended empires to use awakened fallen empire AI. But this is something that needs to be tested, whether Ascended Empires without awakened empire AI will function as they are supposed to.
I figured this was the case with the A.I., but my experience with it hasn't been that great as it is. They leave federations, don't cooperate nearly as much, like to declare war a lot, etc. I suppose it's a matter of players' preference? I do understand that it would be a lot of work to create a whole new set of A.I. behaviours. It is of course to your discretion in the end.
It's actually that the AI is pretty hard coded. You have two existing packages, either they behave just like a default empire, or they behave just like an awakened fallen empire, with almost zero way to customise how each of them behaves.
That is the original design, until people complained that it absolutely destroyed theirs and AI's economy.
