And will there be an ability to play as a C'tan? I want to enslave inferior species as celestial fart gas.
Compatibility with PD is dependant on being able to generate planetary features after everything else. Or something like that. Haven't figured that out yet unfortunately.
I also didn't realise C'tan were gaseous
So maybe like 0.1 gas upkeep?
But then maybe someway to uniquely make the gas.

If you are gaseous yourself, you can get it with plain Terrestrial Sculpting and Anti-Gravity Engineering. If you are not, you must have the World Shaping AP.
Otherwise, it's just unfair.
In StarTrek DS9, there're species called changelings.
The natural forms of them were some kinda liquid and they could turn themselves into solid forms outside their homeworld.
But on their homeworld, they returned to the liquid forms and joined each others' minds. The drops become the ocean.
They called that ocean(contains countless minds) the Great Link.
Since turning gas into cyborgs would make no sense, gas species might need a unique ascension path.
