When I ask cheat mod guy to protect me he doesn't fight and actually heals my opponents after I've knocked them all out.

It's probably a mod conflict. I don't seem to have any ruins blocking my way to the cheat shop. Try importing your game. If you know which mod causes this issue try putting cheat mod lower or upper in the mod load order.

I had requested to get building materials, once I had received them the "Cheat Mod Guy" had claimed I stole it and proceeded to attack my people. Unfortunately I had cheats to where it was an insta-kill and now I am permanently hated by them.

You can reset your relations with the Cheat Mod faction by talking to almost any shopkeeper and choosing the "Reset relations with Cheat Mod" option.

When starting a conversation with the cheat mod guy my game crashes.

Could be a mod conflict or corrupted game files. Put Cheat Mod at the bottom of the mod list and import your save. If you are using Cheat City, put it lower than Cheat Mod. If that doesn't work try to verify the integrity of the game files through steam. Don't forget to backup the mods.cfg at Kenshi\data so you don't lose your mod load order.
