Can't form Arnor

I'm trying to form Arnor, and I'm the Kingdom of Arthedain, and I can't get past the mission to rid the orcs from Cardolan, even though I colonized all the Orc provinces and got rid of their culture, and Orc is not my primary culture. Any ideas why it's not working?
