The new CSAT African uniforms have more green than sand-like colours. It works for some parts of Anizay, so why not add the old units back with the sand PASGT as "CSAT (North Africa 2040, Arid)"?
Uniform theory is a fascinating subject (I'm going to derail here a bit but I did address the main reasons already so there you go). While desert hex has a lot of green and black in it, it's not certainly a bad thing. For example, the Afghan uniforms are dark and green dominant despite being in a mostly arid/desert country. This is because their uniform is designed for night time operations.
If you're a CSAT commander in 2035+, you have concider very carefully in what type of environments you want your troops to blend in. You'll probably not find any insurgents there, so an engagement there is going to be against NATO formations, and fight will be done at such distances that all heavily equipped with various thermal vision devices. The only place you can find any sort of cover is behind a random bush or rock, and suddenly you might be grateful that you are wearing something green and gray.
Or perhaps you are going to operate during the night (which CSAT and will always seek to do due to their tech advantage). During the night, darker colours work better than light, even in deserts (although Arma lightning shaders work a bit weird so might not be the case in game). And if the enemies have night vision capapbilities, the colour hue stops being an issue, and it's all about luminance and shapes. All hex camos are pretty decently designed for this, though I'm not sure it was BI's intention.
With all that in mind, yes the brown hex camo is better in many situations, but because deser hex has too much green in it, but rather because it's has too much of the light sand colour.
