Feature request: Shipyard/wharf blacklisting

It would be nice if can have an option to blacklist wharfs/shipyards, I'm fine even with global option (ever prefer that).

For example when you adjust your HQ for terraforming, this mod starts re-building ships there which is annoying because it blocks the terraforming process.
