Water Tribe; Tribe --> castle conversion availability?
Recently started a campaign in the Southern water tribe. After uniting the South pole and beginning my expansion into Earth Kingdom Territory, I started wondering about the availability of upgrading holdings from tribes to castles.

I've noticed that I can actually BUILD castle holdings in the slots that I have available, but the traditional option to convert from a tribe to a castle seems to be missing.

It's especially frustrating considering I've fully upgraded the tribal holding in question, and I know it would be extremely lucrative.

This is remaining from the original version of the mod - from what I remember there's something called Water Fuedalism which you probably started with, which mixes the idea of tribal with fuedalism. This likely is missing the option for conversion in the government files.
