Otherwise, I can't say, I've never had this issue so far.
but, the problem still exists.
Turn off this mode.
If some of you have Harmony in Diversity or Concise UI or any other mod that edits citypanel or production lua files will break this mod!
Your options:
1. Either remove the clashing mods , start new game.
2. Try and delete scripts in harmony that are messing with those scripts

and hope that it doesnt break something in that mod :P

Honestly i wouldnt bother with harmony it has so many compatibility issues with mods its just big headache.
its clashing with (from confirmed mods)
civilizations expanded
CIVITAS City-States Expanded
CQUI
Sukritact's civs all of them
Real strategy
Golden age - brave new world
list goes on.
