Thanks for the response man, I meant the two sliders in the military management screen, my bad. I did figure out last night you can make new divisions by giving an npc a village, then the game reassigns it you automatically (it doesn't work for cities). Still not getting any generated ones if that's supposed to happen like it does for other nations. Had the same experience with the economy, maxed taxes was the only way to keep it in the green most budget cycles. I tried, but the education & healthcare sliders are still locked at 10%
But my goodness if this mod isn't an absolute blast
