Its a fairly complicated system and I'm not to knowledgable about it myself, but the safest bet in my opinion is to buy factories like munitions and other war supplies because then you can profit a lot during war time and the AI leader will prioritize it because wars are easier to influence than anything else if you're a lowly general. As a vassal you can do more but war is still the name of the game imo.
