Basically something that extends the NPC Menu to provide more options, such as blacklisting specific weapons/ArcCW Addons, example: Using Halo CE+, Base Game, Black Ops, & Modern Warfare, dont want Halo or Modern Warfare to show up? Add it to the Blacklist, perhaps 3 blacklists that act as lite to full blacklisting, so First blacklist blocks all contents from addon from ever showing up on NPCs, Second Blacklist blocks all Weapons but keeps attachments in the mix (of course, this would be attachments that can interact with other weapons from another Addon), 3rd Blacklist Blocks all Attachments but keeps the Weapons (basically prevents those attachments from spawning in on any weapon if you have NPC attachments enabled).
