Lithuania did not get completly annexed and still was in memel and then lithuania annexed estonia so they basically switched places and lithuania still had Memel. Looked very funny xD

I specifically made it so that Memel wouldn't get annexed just in case that messed with the event of Germany demanding it

It should mostly work, a couple of events won't because of the lack of the correct focuses, but most will

Apparently the US gets an automatic war goal on the SU at the start of the game, don't know if it's a bug, a secret event and I'm just getting lucky/unlucky but it seems to happen whenever you start a new game

Nevermind I found the issue which is really...weird. I use the mod that lets AI countries change their puppets color and name and when I let the AI do it, the US gets a free wargoal against the SU but if I prohibit it, it doesn't happen so I don't think it's your mod, so disregard my bug report

Ah, that's weird. You should try playing as the Soviet Union and getting 280 political power when you have more than 9 naval dockyards, then you'll get a legit wargoal from the USA (about 2/3 the time)

Okay no nevermind, trying random events by itself the US still gets a wargoal on the SU, but they don't declare war (at the start of every new game it seems)
