Teleporter on floating islands

The teleporter on floating islands that requires 2 runic fossils to open just takes away all your runic fossils and just leaves 1 to spare, nor does it teleport me anywhere.

I had the same problem .But after I finish the quest Fisher 3,everything is OK now. : )

i have already finished the fisher 3 quest, but it seems that if you finnish a quest it might become fixed.
