I believe the second option would be more interesting since it would improve give more options to ppl looking for a more sneaky or melee aproach. and i've always wanted a pike that would be more useful later on, and since you use darker colors in your mod, i believe you may be able to make a stealthy but still good looking Ghillie.
The first option would be pretty much just an upgrade of what your mod already does, meanwhile a re-skin to them would look neat ( let's be honest, really neat. ), it wouldn't add much difference to the game. one option could be making the rifle and your assault rifle to be near equivalent in power, and intead just giving more options to diferent play styles. maybe make the re-skined riot with less defense then your flak, but with some different bonus ?
In the end, it's up to you really. Your mod, your choice.
But personally i'd like to recommend that you raise the cost to build the itens in your mod. i didn't check the rifle yet, but the flak has nearly ( if not the same ) cost of the regular one, but is a lot stronger in armor, durability and elemental resistence ( resistence when compared to the regular one that is ). you could make it harder to make, thus making it a teddy more balanced, while feeling more rewarding when we finnaly manage to build it.

I noticed you updated your mod, adding pistols, rifle and pike. it's a bit odd the they use the same ammo as the assault rifle. it's kinda acepptable for the pistol, since their dmg are likely nearly the same, but the rifle really need it's own ammo. the pike cost seems quite fair, but the pistol cost the same as the fabricated one and your sniper is just slightly more expensive then the original. considering your sniper has two time the durability, it really should be more expensive.
Ps: i am unable to craft the pike, pistol or rifle atm, they don't show up in the craft options of the inventory, smith or fabricator.
