I need more detail on how to add myself as Admin.
You said to paste my Steam ID into the admins.txt file and I did that, opened up an Official Dedicated server and was unable to kick any bots.

But then other players can't join, can't they?

they can if you host by lobby otherwise it's a listen server

When you use local server with mods, you always put this command in the console or in an autoexec file: sv_consistency 0

Now if you want to create a dedicated server in case you do not like the local server, look at this guide to know how to create a dedicated server and install mods or plugins on your server.

Also keep in mind that if you stay in a dedicated official server that is not yours if not from another person or is everyone (valve server) will not work any mod script or plugin that you have installed. You can not use the kick command in the console either, since you are not the owner of the server.

So if I put sv_consistency 0 into the console, it will require people to download my mods to join?
I don't want that, I just want anyone with any kind of mods to join, without having to download mine.

if you put sv_consistency 0 it allows people to join without your mods, eg. any mods

sv_consistency 1 // Whether the server enforces file consistency for critical files.

This what prevents people from joining your local server with active mods that you have. Whenever you are going to use local server with mods, no matter how many you have with just one, it is enough that people are kicked by this command, you put in value 0 to join them.

It is not necessary for people to download the mods that you have, they can join without problems. Each mod is a client of its own, that is, only you can see the mods that you downloaded and they do not. For example, you will have to nick as the character of Leon from Resident Evil and I have only nick in skins with black suit, this makes it different and does not give any conflict.

The only thing that requires people to download to play with you is only maps and mutations. The rest mods of skins, models, scripts, etc. They are accessible.
