How to make this mod work

Still most commands don't work, haven't tried local server but in single only my keybinds work, like spawning weapons. Many others like !kill don't do anything anymore

I deleted the settings and cvars txts and they wont regenerate now, what can i do? I already tried redownloading and reloading the mod
