Instead of putting the ! you must put the / so that people do not see what you put in the chatbox. Example:
/give rifle_m60
/god nick
/cvar sv_gravity 200
In the console, you put this command scripted_user_func and replace the spaces with commas. Example like this:
scripted_user_func give,rifle_m60
scripted_user_func god,nick
scripted_user_func cvar,sv_gravity,200
Another thing also to prevent messages from appearing that you have received noclip, godmode, infinite ammo, etc. Go to this folder location:
Steam\steamapps\common\Left 4 Dead 2\left4dead2\ems\admin system
and find the file settings. There inside the file, locate the command DisplayMsgs = true, change the value from true to false to disable it and prevent messages from appearing for others to see.

People constantly instantly leave even if you just type !Kill rochelle when you inside the saferoom and the bot (as it always does) died somewhere far away but still has like 2 minutes to bleed out.
/ -> Only the person who wrote the command will see it in the chatbox, the rest will not.
If it seems to you, you can use the admin menu for more comfortable and faster use, and thus avoid that they do not see what you put.

Dont know best way to test is to open a lobby and ask somone if he seen the just typed command. Using
/ instead of ! will also hide it, but beware, if you use a wrong typo it is not seen as command anymore and therefore will be visible if if not having any effect.
