Clone bots or bots the passing will always be deleted when switching to a new map. There is not much to do, unless you have a plugin that allows you to add the amount of survivors or a vscripts that spawn at the moment the survivors clones or the passing.

Here is a plugin, if you have Sourcemod and Metamod installed, so that you can have all 8 survivors in all campaigns and without losing them.

instead of relying on the admin system, theres a custom mutation pack created by the same author of the admin system that includes the United We Stand mutaton, which allows all l4d1/l4d2 survivors to play alongside you as bots and you wont have to worry about spawning them all in again between chapters if youre interested

Anyway. If that custom mutation I forgot to mention, everything works fine. As long as it can only be used as extra survivors, that is, it will not be able to control them and it will not increase the slot of more players.

On the other hand, the one that recommends that it is part of the Sourcemod and Metamod, allows not only to add all 8 Survivors in the entire campaign, but also allows to host more than 8 players on the server and improve bugs and errors when having more players or bots, for example revive with the defib.

But all that depends on whether you want to have 8 survivor bots without another human player or want to have 8 players with all 8 survivors. And you will see that in both options it makes the game more fun.
